Questions

Why does moins go before the number?

Because French counts backwards from the coming hour. Il est six heures moins vingt is twenty to six, literally six hours minus twenty. It is the same idea as English, worded the other way round.

Does France use the 24-hour clock?

In writing, almost always: timetables, tickets and opening hours are all 24-hour. In speech people use both, and the set drills the spoken forms.
